Skills: He's learned how to pilot a mech made by Howard Stark and he's survived quite a few battles with HYDRA by now, but he's nowhere near as strong as his main counterpart. Not just in terms of strength, but also martial arts and the like. Still, he's still rather intelligent and can make plans, being a good team player as well.

Role: Legend
Role Qualities/Attributes: Steve will grow small wings that probably won't help much with flying, but I might have him get some extra strength and durability from being a Legend.
Role Reasoning: Steve is a good person that always wants to do what's right, so Legend is an easy pick with him. Although, he'll think that the name is a little ironic for him, considering that he doesn't consider himself to be one. It's all part of that slight self-worth issues he has, but he'll take it in stride mostly. And hey, he won't complain about getting a bit stronger from being in that role.
★ Personality ★

Steve is one of the most stubborn individuals that's probably existed. But along with his stubbornness, is a genuine trait of wanting to do good, to do what's right and help others. He has a set of core beliefs that he never wavers from, no matter the situation, even if involves him getting punched in an alley (such as telling a guy in a movie theater to be more respectful, which ends in Steve getting knocked out). It's pushed even further when the United States gets involved with World War II, where Steve wants to join because he wants to stop the Axis Powers, even though his physical health was far below the standards of what it takes to be a soldier. But he never stopped, even breaking the law to try different recruitment centers, hoping that one of them will finally accept him.
Laws are acceptable to Steve until they're not, then it's okay to go against them.
This is how he eventually catches the attention of one Dr. Erskine. The scientist saw Steve's potential, is unwillingness to stand down, to join the war not because he wants to kill people, but because he doesn't like 'bullies.' He saw that Steve didn't want to be a perfect soldier, not someone who would just blindly follow orders, but a good man. The super soldier serum was going to allow Steve to finally join the war and hopefully put a stop to said bullies, especially Hydra. And okay, it will also help him prove that he can be like any other guy his age, and not just pull scrap metal around in a red wagon. He definitely has some issues with self-image, it's just buried underneath his will to do what's right.
Of course, this all crashes down with this alternative universe, where Peggy Carter gets the serum, instead of Steve. While he can be extremely awkward around women, especially at first, he's very supportive of their choices, like if they want to join the war and be on the frontlines like everyone else. It's partly because of his own physical stature, not to mention his goodhearted nature, that makes him think this way. As such, he's more than happy that Peggy gets the serum, even though Erskine was the one that handpicked him to be the super soldier. He's compassionate and full of empathy, always willing to lend a ear to others... and sometimes being a smartass too.
It's not to say that Steve sometimes is not wistful about his lost opportunity. He mentions to Peggy a couple of times that it must be nice being big and even after he's able to join the war as the Hydra Stomper, he thinks he's just a guy piloting a suit. This shows that he has some self-deprecating feelings about being in a giant iron suit, even though he's mostly thankful that he's in the war at all. Whether it's because he still doesn't feel like he's truly on the front lines or how everyone else views him just as the Hydra Stomper, Steve isn't as fully comfortable being the Hydra Stomper as he was Captain America in most other universes. Still, he's glad to help others, especially rescuing Bucky and the other soldiers from Hydra's clutches. Those feelings of self-doubt and longing will always exist in him, but he knows when to push them aside and do what's right.
And besides these doubts, he's fully loyal and supportive of Peggy, looking up to her and insisting that people cheer her on when she saves the Howling Commandos. He thinks she's inspirational and holds her opinion in high regard. She's also been someone that's supported him, before and after she got the serum, which has made Steve develop feelings for her. If there's anyone that deserves to have the serum, Steve thinks it's her. And just how he's always been a little bit reckless, he supports some of her more reckless feats, lending his aid as the Hydra Stomper to push through missions.
As Peggy said, he's still a hero, just not the one we're all familiar with.
In Folkmore, realizing his potential would possibly be moving on from Peggy's disappearance and trying to figure out what he wants to do back home once he does return. He hasn't gone through as much loss as his MCU counterpart, as he still has Bucky and his original timeline, but he has his own personal problems as well, such as having some residual self-worth issues due to being a guy that just pilots a suit.
